Chelsea sidesteps points deduction, pays £10m for Abramovich breaches

The FA said the breaches related to payments to unregistered agents and third parties on transfers from 2009 to 2022, with Chelsea admitting to £47 million of secret payments between 2011 and 2018. These violations prompted the association to impose both a financial penalty and a suspended registration ban.

The sanction was originally set at £26 million, but was cut by a third to £17.25 million in recognition of the club’s self‑reporting and cooperation. A further reduction to £11.4 million followed an early guilty plea, and a final cut to £10 million reflected penalties already imposed by UEFA and the Premier League.

In addition to the fine, the FA confirmed a six‑point deduction that had been suspended until 30 June 2027, which the club successfully appealed. The association described the overall package as an appropriate penalty to punish the club and deter similar misconduct.

Earlier in March, Chelsea received a nine‑month academy transfer ban and a £750,000 fine for irregular registration of academy players between 2019 and 2022. These academy sanctions are also linked to the period when Roman Abramovich owned the club.

Owners Todd Boehly and Clearlake Capital disclosed 74 breaches of FA rules when they acquired Chelsea in 2022, demonstrating a willingness to cooperate with the investigation. Their self‑reporting helped reduce the financial burden imposed on the club.

The £10 million fine will be allocated to grassroots football, while the suspended transfer ban means Chelsea can continue to sign players for now. The outcome leaves the club financially penalised but avoids an immediate points loss, preserving its competitive position.
