Clubs urge second Premier League probe into City

Clubs urge second Premier League probe into City

A selection of Premier League clubs are publicly urging the league to launch a second investigation into Manchester City after the division officially found the club guilty of 114 of the 115 charges in September, a verdict City has appealed.

The story, written by Patrick Austen‑Hardy for Sport, was published at 04:00 on 04 November 2026.

Original investigation scope

The first probe examined Premier League financial rule breaches from 2009 to 2018 and also included charges of failing to cooperate with investigations.

Some Premier League clubs now want the league to review City’s finances from 2018 onward for possible further breaches.

Other chief executives appear reluctant, with clubs reportedly divided over the proposal.

Calls for a second probe

According to the Independent, officials fear a second inquiry into the last eight seasons could place the sport in an awkward dilemma.

The independent commission highlighted that City used sham sponsorship deals disguised as owner investment.

One source asked, “What changed overnight?” questioning whether the practice stopped in 2018.

The commission also concluded City and its Abu Dhabi‑based sponsors were related parties, and if those ties persisted, executives think they could underpin additional charges.

Pep Guardiola won six Premier League titles between 2018 and 2026, all within the period some executives want examined.

There is growing disillusionment about the current season because of uncertainty surrounding City.

Sanctions have not yet been imposed and the club is expected to appeal any punishment, potentially extending the saga.

Many argue the Premier League would benefit from drawing a line under the charges once and for all.

From the 2017‑18 campaign onward, Guardiola oversaw one of the strongest sides in Premier League history.

While some push for further probes, others prefer to let the first investigation conclude before considering additional action.

A second investigation has been suggested as a bargaining tool should City continue to delay the case.

The original investigation relied on leaked emails first published by Der Spiegel in 2018, covering 2009‑2018, and some doubt similar evidence exists for a new probe.

A decision on City’s punishment and appeal hearing is expected in the New Year, with possible penalties ranging from a points deduction to a huge fine or even Premier League expulsion.
