Embargo hits Oxford United: EFL sanctions after Championship drop

Oxford United, the League One side, has been placed under a temporary transfer embargo by the English Football League after its relegation from the Championship last season, meaning the club cannot register any new players during the summer window and has drawn attention to its failure to meet EFL salary‑cost rules as documented by Getty Images.

The embargo stems from Oxford United’s failure to satisfy the English Football League’s salary cost management protocol, known as the SCMP regulations. Because the club did not meet the required thresholds, the EFL imposed the temporary ban on player registrations.

SCMP rules limit the proportion of a club’s turnover that may be allocated to player‑related expenses for League One and League Two sides. The protocol is designed to ensure financial sustainability across the lower tiers of English football.

Oxford United returned to League One after being relegated from the Championship in April. The drop to the third tier triggered the scrutiny that led to the current sanction.

In an open letter to fans, Dusan Bogdanovic wrote, "I am acutely aware of the trust that has been placed in the shareholders and the board, and that developments of this nature can lead to the relationship we have with you being called into question." He added that the embargo caused uncertainty among supporters.

Bogdanovic reassured supporters that the club’s shareholders remain fully committed to Oxford United and will continue to provide the funding and support they have consistently given throughout their ownership. He emphasized that this financial backing is essential as the club navigates the challenges of a higher‑cost environment.

He also highlighted that securing a new stadium for the club remains the cornerstone of its long‑term strategy, offering a tangible focus for future growth despite the current embargo.

Last month Oxford United appointed former Arsenal and Wales midfielder Aaron Ramsey as the new head coach, signalling a strategic shift in the club’s football direction. Ramsey’s top‑level experience is expected to aid the team in rebuilding after relegation.

Bogdanovic praised the current squad as strong and talented and lauded the incredible supporter base that continues to back the club. He noted the unwavering commitment of the shareholders as a key factor in the club’s resilience.

The chairman concluded that the embargo is a short‑term issue requiring a pragmatic approach, but expressed confidence that Oxford United will emerge stronger and that the club’s ambitions remain unchanged.
