Oliver Holt: City case cloaked in Premier League secrecy

On 3 October 2026 Oliver Holt warned that the Manchester City financial‑misconduct case remains shrouded in secrecy, with the identities of the three‑member commission that found the club guilty still undisclosed. The lack of transparency, he argued, undermines the integrity of the English top flight.

The commission, whose members have not been named, ruled that Manchester City were guilty of every charge brought by the Premier League. All charges of financial misconduct were upheld, yet the public has seen no names, no evidence appendices and only heavily redacted excerpts of the judgment.

Impact on the Premier League

The Premier League, described as the top flight of English football, has been forced to its knees by the protracted battle with Manchester City. Critics label the process a "ludicrous, ruinous shambles" that has brought ridicule and shame to the English game. This ongoing dispute has left the league mired in uncertainty and speculation.

Speculation has run rampant that one of the panel members may be a supporter of a rival club, feeding conspiracy theories that could be dispelled with full disclosure. The anonymity has also allowed City and its supporters to question the panel’s allegiances, further inflaming tensions across the sport.

Calls for open hearings

Kyle Phillips, a partner at a leading UK law firm, told earlier this week: “It’s very difficult to read because a lot of it is redacted and there’s no evidence or appendices that they keep referring to… Although the panel’s names are redacted, you’d expect them to be experienced lawyers.” He added that witnesses accused of lying were mentioned without any identification, leaving the public in the dark.

When pressed about the alleged false evidence supporting City’s sponsorship funding, Phillips replied, “Yes, but we don’t know which witnesses are accused of that, do we?” The judgment’s heavy redaction, he said, prevents any balanced assessment of the findings.

The only precedent of transparency came in October 2024, when the Premier League and Manchester City went to arbitration over the league’s Associated Party Transaction rules. That hearing was held behind closed doors at the International Dispute Resolution Centre before a three‑member tribunal comprising former High Court judge Sir Nigel Teare, former Supreme Court Justice Lord Dyson and Christopher Vajda KC of Monckton Chambers.

The first trial of Manchester City has concluded with the owners found guilty of all serious charges, but the club has lodged an appeal. A punishment could be announced within 30 days, only to be rescinded if the appeal succeeds, leaving football uncertain when it might breathe anew.
