Key findings reveal that City arranged sham contracts and artificial agreements with commercial partners to inflate reported revenue and cut costs by more than £900 million, creating the illusion of compliance. The commission will hold a separate, private hearing to determine the sanctions, while Manchester City have until Friday 2 October to lodge an appeal.
