Man City face appeal deadline after Premier League finds them guilty

Manchester City have been found guilty of every charge relating to breaches of Premier League financial rules covering the 2009‑10 to 2017‑18 seasons, the Premier League announced on its website. The club now faces an appeal deadline on Friday, with any sanction yet to be decided.

Commission findings on sham contracts

An independent commission concluded City entered “sham” contracts and agreements designed to inflate revenue and reduce costs. It also found the club mis‑stated accounts and concealed the true state of its finances. The commission said these breaches were significant under both Premier League and Uefa rules.

Premier League chief executive Richard Masters said: “The core decision establishes the facts of what happened at Manchester City during this period. It details how the club systematically broke Premier League Rules for nearly a decade.”

He added that the ruling vindicates the league’s decision to pursue the case and that, despite a long and difficult process, the league remained determined to have the facts established independently.

Masters said it is the league’s key responsibility to ensure the Rules, approved by the clubs themselves, are upheld to protect the competition’s integrity and to keep the game competitive and fair for all clubs and fans.

He called the disciplinary case the most significant in Premier League history, noting that elements such as the eventual sanction remain to be decided, and pledged to move swiftly through the remainder of the process to provide certainty for the league, its clubs and supporters.

Manchester City must lodge any appeal by Friday, after which the commission’s findings will be finalised pending the determination of appropriate sanctions.
