Financial scandal forces Manchester City into existential risk

Manchester City is at the centre of an unprecedented financial scandal that could result in point deductions, loss of titles or even forced relegation. The independent Premier League commission has found the club guilty of massive rule breaches, and the proceedings cast a harsh light on the history of English football. The situation divides the league: while some clubs are fighting for the title, City must fight for its survival.

Allegations and Discovery

The club is alleged to have artificially inflated its revenues and simultaneously downplayed expenses between 2008 and 2019 in order to circumvent the spending cap. It is also accused of not adequately supporting the subsequent investigation. The trigger came from whistleblower Rui Pinto, whose revelations were published in November 2018 in the German news magazine Der Spiegel.

The Premier League launched an investigation in 2019 and filed a lawsuit in 2023 over 80 breaches of financial regulations and 35 breaches of the cooperation obligation. The independent commission heard both sides from September to December 2024 and evaluated the collected evidence.

Verdict and Financial Figures

The commission found Manchester City guilty of all alleged financial violations. According to the statement, the club reduced its reported costs by more than £900 million (around €1.05 billion) and concealed actual spending. Reports indicate that the cited amounts are £450 million, £900 million and £1 050 million.

An earlier 2014 case before the European football governing body UEFA resulted in a two‑year ban from the Champions League, which the International Sports Court turned into a fine of €10 million in 2020.

Possible Sanctions and Consequences

The possible penalties range from hefty fines to point deductions, forced relegation, or the stripping of multiple titles. If a point deduction is imposed, it could jeopardise Manchester City's current leadership, which under Enzo Maresca began the summer with spending of over £450 million.

Premier League clubs are urging that the process be concluded before the end of the season in order to apply the new accelerated disciplinary regime. An unnamed club manager described a continuation of the process after the season as “unacceptable”. CEO Ferran Soriano points out that the appeal could still take considerable time, while rivals hope the appeal will be finished within twelve weeks.

The Athletic is also examining possible compensation for clubs such as Tottenham Hotspur, which missed out on European competitions due to City’s placement in the upper third of the table. Similar, albeit smaller, cases involved Everton and Nottingham Forest, who have already had points deducted.

The contrast between City’s sporting success and the looming financial abyss highlights that the league is fighting not only over goals but also over compliance with the rules. The coalition of opponents demands that the 2026‑27 season does not end without a clear verdict.
