An independent commission released a verdict on more than 100 alleged Premier League financial breaches, finding City had arranged false contracts with commercial partners between 2009/10 and 2017/18, submitted misleading accounts and concealed its true financial position. The commission also highlighted breaches of UEFA spending caps and multiple cooperation and good‑faith infractions. The club has appealed the decision and the case remains under review.
